Born May 27, 1921, she was the daughter of the late William and Edith (Jones) Kelbaugh.
Virginia was a graduate of the former Thompson Business School in York. She served her country with the Waves during World War II and later retired from the former ACME Markets in New Freedom. Virginia was a member of Temple Baptist Church in York.
Surviving are her sisters, Clara Shaffer of Shrewsbury and Marie Walker of Jacobus; and many nieces and nephews. She was preceded in death by brothers, William Kelbaugh and Elmer Kelbaugh; and sister, Julia Mae Braun.
Interment will be in New Freedom Cemetery.
