Recipient of the Gold Medal for military valor. Lieutenant Colonel of the Carabinieri and martyr of the massacre of Fosse Ardeatine. In 1919 he joined the Carabinieri and in 1929 was appointed head of the Army Corps Information Service. In June 1943, Frignani became a lieutenant colonel in the Carabinieri and was the one who informed Mussolini that he was in possession of a secret German document stating that Hitler considered Italy an occupied zone. Mussolini ordered the transfer of Frignani to France. However, this order was never carried out. On July 25, 1943, after the negative vote of the Grand Council of Fascism, Frignani, at the behest of the King, supervised Mussolini's arrest at the exit of Villa Savoia. After September 8, 1943, Frignani devoted himself to organizing the secret resistance front of the Carabinieri under the direction of General Filippo Caruso and in liaison with Colonel Giuseppe di Montezemolo. On January 23, 1944, Giovanni Frignani, together with Major Ugo De Carolis and Captain Raffaele Aversa, was arrested by the German police after a denunciation and imprisoned in the prison SS in Via Tasso in Rome. Frignani was imprisoned in cell No. 2 until March 24, 1944, when he was executed in the Ardeatine Caves.
