Mayor of Washington, DC. He was born near Germantown, Pennsylvania and moved to Washington DC soon after the city was laid out. He served on the city council from 1802 to 1806 and then again in 1812. He was then elected to be the second mayor of Washington, DC by the city council in June 1812. He served as mayor for one year. He died at his residence on Capitol Hill.
