Hartville, Mo.,-Jessie Carter Elkin 78, of Hartville,Mo., formerly of Dieterich and Effingham, died at 4:30 p.m. Thursday, May 21, 1998, at Primrose Health Car Center, Springfield, Mo.

Memorial funeral services will be 3 p.m. Sunday at Hartville Christian Church, Hartville, Mo. Visitation will be noon until 8 p.m. Saturday at Holman Funeral Home, Hartville. Local funeral services will be 1 p.m. Wednesday at Johnson funeral Home, Effingham, with burial in Dieterich Cemetery. Local visitation will be 4 to 8 p.m. Tuesday.

Mrs. Elkin was born March 30, 1920, near Hartville, Mo., the daughter of Fred C. and Opal (Allen) Carter. She married Eldred Harry (Jack) Elkin in 1940. He died in 1981.

She and her husband owned and operated Elkin's Texaco Service Station in Dieterich for many years, she operated an income tax business, was employed by Raymond McCallum, abstracter and income tax preparer and Samuel's Music in Effingham. She served as executive director of the Effingham County Housing Authority for more than 10 years, was part time coordinator of the Green Thumb Project in Effingham County and Jobs Program. She was a member of Anthenian Club and a 50 year member of the Christian Church, both in Hartville, Mo.; Daughters of the American Revolution, Ann Crooker St. Clair Chapter, Order of Easter Star Chapter 110, all in Effingham; past member of the Dieterich Women's Club, board of directors, and State of Illinois Housing board for more than seven years.

Survivors include her son, Fred Benny of Altamont; daughters Carole Ann Elkin of Collinsville, Jacqueline Sue Elkin of Hartville, Mo.; sisters, Mrs. Herbert (Dorothy Jeanne) Hutsell of Webster Groves, Mo., Mrs. Arthur A. (Margie Ann) Wynn of Hartville, Mo.; and two grandchildren.
