Eliseo Garza was born in 1882 in a small Northeastern Mexico village just outside of Monterrey, Nuevo Leon, Mexico. He was born to parents named Policarpio Garza and Apolonia Gonzales de Garza. At some point in his early life he moved to Monclova, Coahuila, Mexico one state to the west of Nuevo Leon. There he met his wife Romana (Romula) Fernandes. In search of a better life Eliseo and his wife Romula migrated to the United States, they ended up in East Chicago where they raised 12 children.
