Willis was the son of William and Patience Sarah Brown Simmons who both died in Georgia. He married Jane Goslin in about 1803 in South Carolina. He was an early settler in Mississippi and received his passport in 1809. He was active in the affairs and ordained deacon of the Silver Creek Church. His decentants are known as the Silver Creek Simmons.
