Theophilus was the grandson of Theophilus Rees, the leader, patriarch and founder of the Welsh Hills, who first settled the Welsh Hills in 1802.

Theophilus owned over 1,000 acres of land extending from the Licking Church, one mile north of Hebron to Refugee Road area and across the National Road. He built his "Spring Cottage" just south of the National Road, where what is now Canyon Road would intersect.
He was one of the founders of what is now Hebron, Ohio.

What a wonderful and enduring legacy, Theophilus Rees not only left to Licking County, but also to his family.

In 1890, Theophilus retired to his home at
106 Buttles Ave. Columbus, Ohio.
He continued to spend his summers on his farm in Licking County, he named "Spring Cottage". His estate was divided among his surviving daughters.

Buried near his son, Vernon Theophilus Rees.
