Son of Cataldo and Crocifissa (Lupo) Palmeri. Born in San Cataldo, Sicily, Italy. The family name was, at various times, Palmeri and Palmieri.

Brother to Angelo 'Tony' Palmeri, Francesco 'Frank' Palmeri, Maria (Palmeri) Pasquinella, Luigi Palmeri, Luisa 'Louisa' Palmeri, Nicholas A. Palmeri, and Joseph Palmeri.

Married Maria Campagna on 10 Jan 1904 in Serradifalco, Sicily, Italy. Father to Crocifissa, Cataldo J. 'Al', Russellino 'Roe', Crocifissa 'Christina' M., Josephine M. 'Jo', twins Dorothy T. 'Dotty' and Salvatore A. 'Sammy', Charles J. 'Charlie', and Mary D. Palmieri.

Rosario and Maria came to the United States of America from Sicily in about 1909 with their son Cataldo. (Their first child, Crocifissa, did not survive childhood.) They first came to the Luzerne, Pennsylvania area, and later move to South Boston, Massachusetts. 'Pa' (as Rosario was known to most of his family) was a stone mason and bricklayer.
