President of Laos. He served as the President of Laos from October 29, 1986 to August 15, 1991. While serving in the colonial civil service of French Indochina, he governed Houaphan and helped the Free French in taking Sam Neua from the Imperial Japanese Army during the Second World War. After the war, he joined the Lao Issara nationalist movement and supported the Viet Minh against the French government during the First Indochina War. During the 1950s, he became a crucial part of the Pathet Lao movement and in 1960, played a crucial role in setting up the group's collaboration with the neutralist faction in the nation's government. After the 1975 seizure of power by the Pathet Lao, he became deputy prime minister and served in this position until June of 1989. In 1986, he became acting president after Souphanouvang stepped down from the post due to illness. He remained in this position until 1991, when he stepped down.
