President of Costa Rica. He was in office from May 8, 1902 to May 8, 1906. Prior to serving as president, he studied law at the University of Santo Tomás and joined the Supreme Court of Justice on August 27, 1874 . He became a one of the most highly regarded lawyers in the country. For many years, he was a professor at the School of Law. He was also secretary of the Scientific Literary Society of Costa Rica. He served in numerous political posts including: member of city council of the city of San José, Minister of Costa Rica in Nicaragua in 1885, Secretary of Foreign Relations in 1885 to 1886 and 1887 to 1888. In 1889 he was a candidate for the presidency but was defeated by José Rodríguez Zeledón. He was Minister of Costa Rica in Colombia in 1896. He was then elected president. He is best remembered for construction of the railway to the Pacific , the lyrics of the National Anthem, which was written by José María Zeledón Brenes , were adopted and the Code of Criminal Procedures of 1906 was issued. After leaving the presidency, he was president of the Supreme Court serving from 1917 to 1920.
