WASHINGTON. April 30 (AP) — Mrs. Barbara Skinner Mandellaub, private secretary to Lowell Mellet when he was administrative assistant to President Roosevelt, died Monday in Frankfurt, Germany, where her husband, Max Mandellaub, is a legal and economic counsel.
Mrs. Mandellaub was a sister of Carlton Skinner, former Washington newspaper man who resigned recently as first civilian Governor of Guam. Whith her husband, a State Department employee, she went to Germany where she was Chief of Archives and later acting secretary general to the United States military tribunals in Nuremberg. In 1950 she was appointed special representative to the United States High Commissioner for Germany, John J. McCloy.
Surviving also are her mother, Mrs. Marian W. S. Beach; her father, Dr. Macy M. Skinner, and another brother.
