She was born in Yarmouth on January 18, 1922, the daughter of Charles and Marjorie (Fessenden) Bailey.
Lucille was educated in Auburn schools, and graduated from Edward Little High School, Class of 1940.
She began employment with Aero Tread Shoe Co. before joining the Women's Air Corps (WAC) during World War II. She was stationed in Orlando,Fla., and worked as an air traffic controller.
In 1947, she married the late Oscar J. Welch, a sergeant in the U.S. Army from Lewiston. They lived in Arkansas, Oklahoma, South Carolina and France during his tour of duty. They returned to Lewiston in 1963 upon his retirement.
Lucille worked at Pepperell Mills and Bauer Hardware until her retirement, after which she volunteered at Central Maine Medical Center in Lewiston.
Lucille and Oscar celebrated the 50th wedding anniversary in 1997.
She lived on Pond Road for almost 50 years before moving to Meadow View, and later became a resident of Schooner Estates.
She was a member of the High Street Congregational Church, the Alden M. Gayton Post 31 of the Women's Auxiliary and was a member of the Robin Dow Society.
She enjoyed spending time at the ocean with her family, especially the summer vacations at Wells Beach. She also enjoyed social activities with her many friends, traveling the country on bus trips, playing cards and having potluck dinners.
Survivors include one daughter, Donna Welch Frodyma and husband, Paul of Needham, Mass.; her grandchildren, Daniel Frodyma, Kenneth Frodyma, Jaime Frodyma Krouk, and Jason Krouk, all of Massachusetts; and two great-grandchildren, Christopher Frodyma and Aayla Krouk.
