Ann Powell Coffey Dulin was the fourth of seven children born to Thomas Powell and his wife Mary Place. Her father farmed a small plantation in Sittingbourne Parish, in Old Rappahanock Co., now Essex Co., VA. In 1700, Ann married Edward Coffey, a native of Ireland and recently released from his indenture to William Mosely. The couple had six children, all named in Edward's will: John, Edward, Martha, Annister, Austes (Austin), and Elizabeth.

Edward died in 1715/16, almost certainly leaving his widow and children in straightened circumstances. It is not surprising then to find that Ann Coffey remarried quickly. Her second husband was Robert Dulin, whose family name is sometimes given as Duling or Dooling. (It is reasonably speculated that Dulin was also Irish-born and a former indentured servant to William Mosely.) By Dulin, Ann had two additional children: William and Thomas.

Dulin died in 1734 and Ann lived until 1744, dying between October 30--the date she signed her will--and December 18--the date her will was probated. Her children Annister Coffey and William Dulin were named co-executors of her estate.
