He was baptized on the 14th August 1839 in Burton upon Trent, Staffordshire.
The 1881 Census states that Rev. Belcher (single), was the Curate of Compton Leek, in Staffordshire, and that he was lodging with widow, Mrs. Ann Hollowes.
1891 Census - He was Rector of St. John the Baptist, Heather, Leicestershire.

The Rev. Evans Belcher M.A. Rector of Heather and Lord of the Manor, has died at the Manor House. Third son of the late Robert Shirley Belcher, of Stapenhill, and nephew of the late Rev. George Paul Belcher, of Heather, near Ashby-de-la-Zouch, Leicestershire.
He was ordained to the curacy of St. James, Gateshead, in 1866. He remained there for two years and subsequently filled the curacies at Woodhorn, Cranbrook, Compton-Leek, Staffordshire, and Sherburn, Yorkshire, from 1868 - 1884.
He succeeded his uncle in the family living at Heather, in 1884, and also in the Lordship of the Manor.
