Born in Brooklyn, his father was a cab driver, Frank began working as a studio salesman, prior to moving up to marketing. He launched a highly-successful advertising strategy for the film "Love Story" (1970), which led to him landing the position as president of Paramount. After exiting Paramount, he produced such films as "Silver Streak" (1976) and "The Other Side of Midnight" (1977). In addition, he co-wrote the screenplays for the pictures "North Dallas Forty" (1979) and "Mommie Dearest" (1981). He died from natural causes.
