President of the Republic of Panama. After completing his undergraduate studies at the National Institute, Gonzalez Ruiz attended the Sorbonne in Paris where he earned a degree in Medicine, specializing in urology. He further earned a specialization in cardiovascular and thoracic surgery. He practiced medicine at the Manuel Amador Guerrero Hospital in Colon before becoming director of the Jose Domingo de Obaldia Hospital in Chiriqui. As an instructor at the University of Panama, he was on the founding staff of the Faculty of Medicine, teaching General Surgery II. After the founding of the Popular Union Party by his brother Sergio, he was elected to two consecutive terms in the National Assembly from 1948 to 1956. In 1962, he was appointed to the cabinet of President Roberto Chiari as Minister of Labor, Social Welfare, and Public Health. While he was not a designate for succession, he came to the presidency only briefly from March 17 to 23, 1963. Chiari had to travel to Costa Rica to participate in the Presidents' Conference, a meeting of continental American heads of state with the aim of improving international relations. By Panamanian law, the absence of the president necessitated the appointment of an acting president. First Vice President Sergio Gonzalez Ruiz was in Europe, and Second Vice President Jose Dominador Bazan refused the appointment, as it would hinder a future presidential candidacy. Therefore, the Cabinet collectively appointed Bernardino Gonzalez Ruiz to the temporary post. That same year, he founded the Democratic Action Party, splintering from the Popular Union Party. This party, along with all others, were abolished in 1968 when Omar Torrijos took power. In 2002, he was named honorary chairman of the Nationalist Republican Liberation Movement (MOLIRENA).
