President of the Republic of Panama. After an education at the National Institute in Panama, Gonzalez Ruiz completed his degree in Medicine and surgery at the University of Pennsylvania in 1926. He later served as director of Chitre Hospital, and at Panama City's St. Thomas Hospital, he served as head of the surgical clinic, chief of ophthalmology (eye), and chief of otolaryngology (ear, nose, and throat). He was founder and president of both the National Medical Association of Panama and the Panama Society of Ophthalmology. In the political domain, he founded the Popular Union Party in 1947 and unsuccessfully sought the presidency in 1948. He held diplomatic posts, such as minister to France and ambassador to Argentina, and was appointed Minister of Public Works and Minister of Labor, Social Welfare, and Public Health. As First Vice President under Roberto Chiari, Gonzalez Ruiz was twice in charge of the presidency from July 19 to 24, 1961 and from June 11 to 17, 1962. On both occasions, President Chiari had traveled to the United States for meetings and negotiations with President Kennedy regarding Canal Zone matters and overall international relations. Gonzalez Ruiz died when his jeep overturned while on his way to Cerro Canajagua. While he was published in various medical journals, he also authored books of poetry and Panamanian folklore, most notably Lyrical Moments and Twenty-six Panamanian Legends. His brother, Bernardino Gonzalez Ruiz served beside him in the Chiari cabinet and also attained the presidency.
