The son of Charles Isaac & Frances Nancy (Shenberg[er]) Barto, in 1860 he was a telegrapher living with his family in Altoona, Blair County, Pennsylvania and would work for the railroad most of his life. He stood 5' 5" tall and had dark hair and dark eyes.

A Civil War veteran, he enlisted at the stated age of nineteen in Harrisburg August 23, 1864, mustered into federal service there August 26 as a private with Co. H, 201st Pennsylvania Infantry, promoted to corporal, and honorably discharged with his company June 28, 1865.

He married Susan Gilbert or MacGibert ca. 1866 and fathered Florence F. (b. 02/13/68 - married George Washington Reed), John Arthur (b. 01/??/69), Lucien Herbert Monroe (b. @1874), Eugene Edgar (b. 04/01/77), Lillian Edith M. (b. 10/15/81 - married Joseph Roman Ditzer), and his death notice in the Pittsburgh Daily Post lists a daughter Mrs. George W. Reed. By 1870, he was living in Harrisburg and by 1900 in Pittsburgh where he was a member of Rippey Post No. 41, G.A.R. Per his obituary in the Bakersfield Morning Echo, late in life he took residence with his sister in McFarland, Kern County, California, where he died from an apparent heart attack at 11:45pm in the home of a niece.
