He was born in Brownsville on November 25, 1900, a son of the late JOHN FRANKLIN and SARA JOSEPHINE GASKILL WESTCOAT, SR.
He was a railroad freight supervisor for the M.R. Railway Co. where he retired in 1965 with over 48 years of service.
A graduate of Brownsville High School, he also attended Seddon's Business College.
He was a secretary, past president and lieutenant governor of District 8 Kiwanis and a member of the Brownsville Kiwanis Club.
He was treasurer of the Brownsville Baptist Church for 50 years where he was also a member and past secretary.
He was a member and Exalted Rulere of the Elks of Brownsville, a member of the Brownsville Odd Fellows Lodge 51, a member of the American Red Cross, the American Cancer Society and was a former Jaycee Man of the Year in Brownsville. He was the executive secretary of the Brownsville Chamber of Commerce.
He married his first wife, MABEL CHERRY WESTCOAT, Dec. 31, 1920. She is deceased; as are five brothers, JOSEPH, JAMES, JOHN, LOUIS and PAUL.
Survivors include his second wife, FLO GREAVES WESTCOAT; two daughters, MRS. GENEVIEVE CHERRY CONNELLY and MRS. VIDA MAE WILLIAMS; one son, WILLIAM CHARLES II, one brother, WOODROW; and a sister, MARY.
Burial in LaFayette Memorial Park under the direction of the J.W. Kisinger Funeral Home.
