The son of Francis & Mary Anna (Garman) Foltz, in 1860, he was a laborer living in Liverpool Township, Perry County, Pennsylvania, but may have actually been living with and working as a farm hand for the Daniel Gangler family. He appears in both places in the census, albeit the two homes were in close proximity.

A Civil War veteran, he enlisted at the stated age of nineteen at Philadelphia February 17, 1864, mustered into federal service that day as a private with Co. I, 53rd Pennsylvania Infantry, and honorably discharged with his company June 30, 1865.

He married Mary A. LNU. The widowed Mary appears to have twice remarried to Charles Bartolet (Co. I, 151st Pa Inf) and William L. Heffelfinger (Co. K, 83rd Pa Inf).
