In 1860, he was a laborer presumably living in Perry County, although he does not appear in that census. He stood 5' 5" tall and had brown hair and blue eyes.

A Civil War veteran, he was drafted in Harrisburg October 22, 1862, mustered into federal service there November 2 as a private with Co. F, 171st Pennsylvania Infantry (aka "Drafted Militia"), and honorably discharged with his company August 8, 1863. He also enlisted and mustered into federal service at Carlisle September 6, 1864, as a private with Battery M, 3rd Pennsylvania Heavy Artillery (152nd Pa), and honorably discharged May 29, 1865, at Fortress Monroe, Virginia. According to his pension index, he additionally served time with Co. D, 188th Pennsylvania Infantry. In fact, prior to his enlistment, many 3rd Artillery men had transferred to the 184th Pennsylvania, but Philip appears in none of that regiment's rosters. He is on the roll of the 3rd Pennsylvania Artillery as "Fawber."

After the war, he married Amanda Bohner and fathered John Daniel (b. 09/09/61), Elias Ellsworth (b. 08/??/64), Susan Elizabeth (b. 10/06/70), George F. (b. 02/26/73), Frederick (b. 03/??/78), and Henry Harrison (b. 05/28/82).
