Mr. Naylor was appointed as the Chief Information Officer for the Federal Communications Commission in April 2011. In this transformational role, Mr. Naylor provided proven leadership, direction, oversight and transparency in the formulation, development and execution of the Agency’s information technology management program. Mr. Naylor initiated significant cyber security enhancements for the FCC, and created an international cyber security protection foundation for other agencies to leverage throughout the government. Mr. Naylor is an internationally recognized cyber security expert in both the public and private sectors.

In August 2009, Mr. Naylor was appointed as the Chief Information Officer for the United States Small Business Administration. In keeping with the Small Business Administration’s priority of investing in “people and technology,” Mr. Naylor focused on staff professional development, infrastructure revitalization, and implementing new technology throughout the SBA. He brought a corporate mindset and sense of urgency, as well as a business justification and return on investment perspective to the Agency. Prior to his SBA CIO appointment, Mr. Naylor served as the Acting Deputy Chief Information Officer and Strategic Technology Advisor to the SBA Administrator, responsible for the Agency’s American Reinvestment and Recovery Act IT investments and IT Operations.

Mr. Naylor served on the Federal Executive CIO Council the Federal CIO Council as Co-Chair of the IT Workforce Committee, one of the most established committees on the Council. Mr. Naylor was also a member of two White House workgroups for the Office of Science, Technology, and Innovations on International Data Research Policy and Ideation (social media). Additionally, Mr. Naylor served as the SBA Junior Achievement Representative.

In 2008, Mr. Naylor managed the Barack Obama Campaign infrastructure technology implementations for 17 States in the Northeast and Great Lakes Region. In addition to working at the Barack Obama National Campaign Headquarters in Chicago, Illinois and in Ohio, Mr. Naylor assisted the Washington DC and Chicago Transition Teams in selecting, implementing and managing an Internet-based candidate applicant tracking system.

Mr. Naylor is widely known and respected for his expertise as a “turn-around” specialist. His consulting engagements provided solid, “state-of-the-art,” and “turn-key” information technology infrastructures, with industry standard auditing capabilities, sound business processes, and ROI/Risk avoidance methodologies.

In 1999, Mr. Naylor started an international professional services small business, servicing the Human Capital Management industry. In this capacity, his company served many of the Fortune 100 businesses in Hong Kong, Singapore, England, Canada, Mexico, Argentina, Colombia, and Australia, as well as 30 States in the USA.

Having attended Oxford University, Oxford, England, Trinity College, Dublin, Ireland, a graduate of Eastern College with a B.A. in Organizational Management, and Arcadia College, Mr. Naylor appreciates the value of education, training, and ROI (Return On Investment) in both the USA and international marketplace.
