He was born on October 24, 1936 in Rarden, Ohio to the late Leroy and Sadie (Mustard) Carter.
Roger was a member of the Eastside Church of Christ.
He is survived by his wife of 13 years, Phyllis Adkins-Carter, a son, Roger J. (Brenda) Carter of Conway, S.C., daughter, Marsha (Eddy) Shephard of Lucusville, five step-children, Ron Adkins of Newark, Christine (Jeff) O'Dell of Ridgely, TN., Brian Adkins of Columbus, MS, Gayle (Paul) O'Dell of Mount Vernon, Darren (Loretta) Adkins of Lexington, a brother, Tom (Sharon) Carter of Seaman, Ohio, 6 grandchildren and 10 great-grandchildren.
Roger was preceded in death by his first wife Stella Ann Carter and a stepdaughter, Tammy McClelland.
Friends may call on Thursday from 6:00 – 8:00PM at Dilley-Lasater Funeral Home, 212 N. Main Street, Mount Vernon, where funeral services will be held on Friday at 10:00AM with Minister Rick Tincher officiating. Burial will be in Mustard Cemetery in Rarden, Ohio on Friday at 2:30PM
