48th Texas State Attorney General from 1973 to 1979 and Chief Justice of the Texas Supreme Court from 1985 until his resignation in 1988. He also served as Texas Secretary of State under then-Governor John Connally from 1966 until his resignation in 1968 before seeking an unsuccessful bid for governor in the Democratic primary in May of 1968. Four years later he was elected State Attorney General in 1972 and was easily re-elected in 1974 before vacating the post to launch another unsuccessful bid for the Texas Governor's Mansion in 1978: first he defeated the two-term incumbent Governor Dolph Briscoe in an upset in the May 6, 1978 Democratic primary, but lost the November general election to former U.S. Deputy Secretary of Defense Bill Clements by less than a percentage point. However, he was later elected to the Texas Supreme Court in 1984 and served as Chief Justice until his resignation in 1988.
