Dr. Hill was retired from Midwestern State University, where he served as professor from 1964 until 1988 in the Department of Education, first as Director of Student Teaching, then later as Department Chair and Division Director. He was named Hardin Professor of the Year in 1973 and was proud of his work on the faculty Senate. He was a member of several professional organizations, and authored articles in several journals. He enjoyed creative writing, and had two published novels.
Barlow was born in Lockney, Texas, in 1929 to Thomas Barlow and Elizabeth Pearl Hill, in the middle of the Great Depression. As is true of most Americans growing up in those times, those experiences left a deep impression and shaped his understanding of the world in countless ways. He had determination and grit from early in his life, which led to a highly successful career as a high school football player. He was captain of the Wichita Falls Coyotes under legendary coach Joe Golding. He was named to the All South football team, and played in the 1948 Oil Bowl Game, and also the Coaches All Star Game. He attended the University of Texas on a football scholarship, and by age 30 had obtained a Doctorate in Education Administration from North Texas State University. He was a teacher, coach, and administrator in Texas public schools (Archer City, Holliday, Amarillo, and Richardson) and a government and political science professor at David Lipscomb University in Nashville, Tennessee before coming to MSU.
Barlow served in the Army Field Artillery in Korea from 1951 to 1953. He was awarded the Purple Heart for wounds received in action near Kong Dong.
In 1954, Barlow married Norma Boone in Sunset, Texas, and they would have celebrated their 58th anniversary in June. Their dear children and their spouses are Russell and Jan Hill of Helena, Montana, Shannon Hill and Jim Brunney of Wichita Falls, and Marcus and Kimberley Hill of Flower Mound, Texas. Six precious grandchildren include Cory Holland and husband Danny, of Heath, Texas, Michael Wagoner and wife Lindsay of College Station, Texas, Emma Hill of Portland, Oregon, Anna Hill of Chicago, Illinois, Adrian Hill of Flower Mount, Texas and Hannah Hill of Allen, Texas. There are also five wonderful great-grandchildren: Skylar, Riley, Laney and Dibora Holland, and Graham Wagoner. Taylor Wagoner is to arrive in May.

Barlow believed that Christ's life, death and resurrection made redemption possible. He was baptized before entering military service, and was always active in the life of the church wherever he lived. At Edgemere Church of Christ in Wichita Falls, he served as Bible Class teacher, education director, and deacon.
