Receiving his primary education at Belén and América in Medellín, he completed his secondary education at the Juniorato de San Pedro. Entering the Congregation of Jesus and Mary, he was ordained to the priesthood at 33 years of age on August 7, 1949.
Earning a licentiate in Canon Law from the Pontificia Universidad Javeriana of Bogotá, Acosta Arteaga served as Rector of the Seminario Diocesano "Santo Tomás de Aquino" of Santa Rosa de Osos, Antioquia, and Director of the Seminarios Regentados of the Eudist Fathers. He also served as Superior, Provincial Economist and Provincial for the Eudist Province of Colombia.
Aged 53, Father Eladio was appointed Bishop of the Diocese of Antioquia by Pope Paul VI, succeeding Msgr. Guillermo Escobar Vélez. He received his episcopal consecration in Medellín from Archbishop Angelo Palmas, assisted by Archbishops Tulio Botero Salazar CM., and Aníbal Muñoz Duque on April 12, 1970.
Monsignor Acosto Arteaga became the First Archbishop of Santa Fé de Antioquia, when the Holy See elevated the Diocese to a Metropolitan See on June 18, 1988.
Retiring from the pastoral government of his See on October 10, 1992, he was succeeded by Monsignor Ignacio José Gómez Aristizábal.
Archbishop Eladio passed away at his residence on Monday, January 30, 2012, at 11.10 am., three months short of his 96th birthday. Getting frailer in his old age, he succumbed to a severe bout of pneumonia.
Following the celebration of a Requiem Mass at the Cathedral of Medellín on Monday, January 31, at 16.30 pm., his remains were transferred to Santa Fé de Antioquia, where he was received at the Parish Church of Santa Bárbara. He was interred at the Catedral Basílica Metropolitana de la Inmaculada Concepción of Santa Fé de Antioquia following the celebration of another Requiem Mass on Tuesday, January 31.
