U.S. Congressman. During World War II, he served as a Captain in the U.S. Army Infantry. For actions in combat he was awarded the Purple Heart and was with the Internal Security Detachment at the Nuremberg war trials. After the war, he graduated from Louisiana State University in 1949, from the law school of the same university in 1951 and was admitted to practice law before the U.S. Supreme Court. He served as legal counsel to the Senate Select Committee on Small Business (1951-52) and was chief counsel to the House of Representatives Special Committee on Campaign Expenditures, (1952-54, 56). In 1963, he was elected as a Democrat to the Eighty-eighth Congress, serving until 1965. An unsuccessful candidate for re-nomination, he was assistant director, Office of Economic Opportunity (1965-66) and president on the board of commissioners, Louisiana Deep Draft Harbor and Terminal Authority in 1972. In 1973, he was elected as a Democrat to the Ninety-third Congress and to the next six succeeding Congresses, serving until his death from heart failure.
