His wife was Susan Augusta Mason. Collins graduated from West Point in 1859. His children were Charles Read Collins Jr. and Roy M. Collins. Roy died at age 12. Charles Jr. married Fanny Reid Riley.

Collins was a major in the 15th Virginia Cavalry when in 1864 he was promoted to Colonel for "valor and skill."

On 5 May 1864, he was struck down at Todd's Tavern in Spotsylvania, part of the Battle of the Wilderness.
