Bert was the son of Adelbert "Dell" Porter and Harriet "Hattie' Proctor. He was named for Adelbert's identical twin brother Albert. Shortly after their marriage in 1875, Dell and Hattie moved from New York to Dixon, California where Dell worked for his Uncle James. It was there that Bert and his older brother George were born. Very soon after Bert was born the family began homesteading in Sherman County, Oregon. His brother Laverne was born 8 years later. The family prospered.

Maud E. Hearing came from Sweet Home, Oregon to work for Dell and Hattie as their housemaid. Bert was attending college at Mt Angel College (he graduated from the program). He came home for the summer break, took one look at Maud, and he always said, it was love at first sight! In 1905, Bert married Maud, the daughter of John Hiram Hearing and Laura Jane Fox.

Bert's father, gave him some money, a team of horses and a wagon. Bert set out to find the home he wanted for his young wife Maud and baby daughter Aletha.  He ended up in Harney County, Oregon, applied for the Homestead Act and with the help of his brother George he built a small cabin on Dog Mountain. The other 5 children were all born in that cabin. Bert and Maud's children were Aletha, Donald Adelbert, Carl, Opal Olive, Adelbert John and Albert Richard "Al."

When a terrible draught hit Harney County (it lasted 10 years) he had to move his family because he dry farmed. They went to Talent, Oregon where they lived with Maud's family for awhile.
