Phoebe was the daughter of Graydon Lamunyan and Carrie Hoyt. She married Charles Cozad. Phoebe was the mother of 7 children.

During World Ward II she was a flight nurse. Phoebe was a registered nurse, public health nurse, school teacher, and a Peace Corp Volunteer. She is buried next to her husband, Charles and son Raymond.
