Social Reformer. A college friend of Hull House founder Jane Addams, she worked for Addams as a county visitor and later served as a member of the Illinois State Board of Charities. In 1901 she resigned from the board in 1901 in protest against a political opponent, but was later reappointed by another governor. In 1912 she was appointed by President William Howard Taft to head the Children's Bureau, a part of the Department of Labor, where she served as chief until 1921. She was also outspoken on the issues of aid for mothers and birth registration.
