Mayor of Norfolk, Virginia. After a tour in the Navy he returned to Norfolk and in 1953 became the city's youngest person on the Norfolk City Council at age 32. He became Mayor in 1962. During his term in office he helped bring the Chrysler Museum and MacArthur Memorial downtown, as well as Scope. He left the City Council in 1974, but for the rest of his life continued to be a part of Norfolk's civic life, serving on numerous boards and acting as goodwill ambassador for the city.
