Arthur Peel Weston was the son of Jacob Weston 1802-1864 and his third wife Caroline Sophia Ryan of Charleston, SC. His father was a tailor. Their family's status as Free People of Color in the City of Charleston was severely threatened by state and local legislation and enforcement in 1859 and 1860. Jacob's 1860 will, probated after his death in 1864, during the American Civil War, urged that his wife, Caroline and his son, Jacob Peel Weston, leave the City of Charleston and go to England immediately upon his death.

In 1870 Caroline Sophia Ryan Weston was living in New York and in 1872 she was living in a home on the corner of Green Street and Coming Street, again in Charleston. The home where she was living had been part of the estate of his second wife, Sarah Ann Bonneau, of which Jacob could not take possession until the death of his mother in law, Jeannette Bonneau. Jeanette Bonneau appears to have died just before Jacob Weston in 1864, which would have left Jacob's third wife, Caroline Sophia Ryan Weston, and her son, Jacob Peel Weston, as heirs to his estate.
