He was a veteran of World War I. Higgins was a retired mechanic and member of a Primitive Baptist Church.
Survived by his wife; one son, Leon HIggins of Kingsville; one daughter, Mrs. John Toller of Iowa Park; eight grandchildren; seven great-grandchildren.
He was preceded in death by one son, Wesley Dennis Higgins.
