Scott was born July 29 1926, Alfred P. and Jesse Comlossy kelley in Portland. As a young man he was junior state swim champion. Raised in Oswego, he adored the family horses and spent hours riding with his brother, Alfred Jr., around the shores of the lake. He attended Reed College briefly in 1943 until enlisting in the Navy at age 17. He served in the Navy from 1944 to 1946 in Camp Peary, Va., and attended Midshipmen's school at Columbia University in New York.

Upon returning to Oregon, Scott enrolled at the University Of Oregon where he was a member of the Chi Psi Fraternity. He earned a Bachelor's Degree in Economics in 1948. He attended Northwestern School Of Law Of Lewis & Clark College from 1949 to 1952 and graduated first in his class.

Scott married Patricia Stone August 1, 1952, in Portland.
By 1961, their family had grown to inclue Scott Jr., Shawn and Allison. Patty preceded him in death in 1986. Scott was an avid and skilled fisherman, a 50-year member of the Oregon State Bar, avid traveler, hunter, Fly Fishers club member, Oregon Trout member, and Trinity Episcopal Cathedral member.
