Born in Elwood, he spent his adult years in Muncie and formerly worked at Goodyear. He was a city policeman in the 1930s and retired from Ball State University police department in 1965.
He was a veteran of both World Wars. Mr. Blair was a member of Riverview Church of the Nazarene.
He is survived by a son, Ottis Jr., Muncie; a daughter, Lisa Eckoff, St. Louis; a grandchild; two step-grandchildren, and two great-grandchildren.
Services will be at 11 a.m. Thursday in Parson Mortuary-Wheeling Chapel, with burial in Gardens of Memory.
