In 1881 the BARRs left Massieville Ohio and filed for homesteads in Brown County Nebraska near Johnstown, but they all went broke and had to borrow money to get back to Lincoln, according to a letter written in 1980 by Helen Pfau, daughter of John Barr's sister Mary Etta Bahr Fahlhaber. I have not been able to find any record of that application for homestead in Nebraska but we do know their son Charles and several members of son Will's family died in the 1890s and are buried there. The BARRs must have stayed there at least 10 years.
Then, according to the OK homestead ap, John B. Barr registered for the land run of 1893 in the Cherokee Strip but he never made the run (he says, "I was never in the Outlet prior to Aug 21 1894 and therefore had no booth certificate"), so he was a "LATE sooner".
The land run was Sept 16 1893, and John B. Barr apparently never took up residence until Nov 1894. He must have found some land that had gone unclaimed, or was abandoned and he bought a "relinquishment."
