Frank was the 21 year old single son of William Henry Francis (Chile, South America) and Nora Lucille Nay (St. Louis, Missouri). In 1942, He enlisted into the service in El Paso Co., Texas and was killed during World War II, when His plane was shot down over Northern France.

Frank's death certificate states that He was born in Neuzitas, Cuba, was killed in Germany and His mother was born in Illinois. The attached birth document states that He was born in Zambrana, Camaguey, Cuba, died over Northern France and mother, Lucille was born in St. Louis, Missouri.
