Leon Abott was born April 3, 1897, in Freehold, New Jersey, to parents Catherine A Conover Holmes and Holmes Abbott.
On June 18, 1920 Leon Abbott was married to Margaret Mae Southard, daughter of Lenora Allgor Southard and Sheridan E Southard.
Leon received an honorable discharge for his service in the HQ. Co.,34th Regt., CAC, First World War with a rank of Sergeant in April of 1919.
While Leon's occupation in his early life was of a plumber, his life in politics began in the 1930s with election to the Belmar Commissioner office. Later he served as elected Mayor of Belmar from 1939 to 1947, as well as director of public safety and public affairs.
Leon Abbott was also chairman of the executive committee, Civilian Defense Council of Belmar, and held the rank of Lieutenant Colonel in the Civilian Defense Reserve Corps. He was president and director of the Belmar Building & Loan Association and a member of the board of directors of the Belmar National Bank. He was a member of the Belmar Republican Club and the Tri-County Municipal League, was vice-president of the Masters Plumbers Association, member of the Belmar Fire Department, a former captain of the Volunteer Hook and Ladder Company and a member of the Exempt Fireman's Association. He was a charter member and past commander of the H. W. W. Post No. 151, American Legion, Belmar. He was a charter member of the Belmar Kiwanis Club and belonged to the Belmar Hunting Club, the Glendola Protective Fish and Game Association, and was a thirty-second degree member in the order's bodies including Ocean Lodge No 89, Free and Accepted Masons; Trenton Consistory, Scottish Rite, and "Shriner" Salaam Temple, Nobles of the Mystic Shrine, of Newark.
