She was born December 31, 1924 in Springfield, the daughter of Frank and Marcia Shipman. She married Lee E. Mottar on June 22, 1947 at New City Methodist church and he preceded her in death on May 14, 2000.
Frances worked for the Department of Revenue, State of Illinois for over 25 years before retiring in 1985. In addition, she was a homemaker and a charter member of Sugar Creek United Methodist Church in Chatham.
She is survived by two daughters, Margaret (Garry) Zackery of Cerro Gordo and Rosalie Mottar of Springfield; one grandchild, Lynn Miller (Matt) of Lenoir City, Tn.; two great grandchildren, Zachary and Owen Miller; a brother, John E. Shipman of Springfield; several nieces, nephews and cousins. She was preceded in death by her parents, infant sister, Betty, and three brothers, Harold, Leslie and Charles Shipman.
Visitation will be Monday, December 27, 2010 from 4:00 pm until 7:00 pm at Wilson Park Funeral Home in Rochester. Services will be on Tuesday, December 28th at 10:30 am at the funeral home with Pastor Wes Osburn officiating. Burial will be in the Rochester Cemetery. In lieu of flowers, memorials may be made to Sugar Creek United Methodist Church, Chatham or Memorial Medical Center Foundations Nursing Excellence Fund.
