He owned and operated the W.L. Foley Dry Goods Company on Travis Street in downtown Houston from 1896 until his death in 1925, at which time his children took over the business until 1948. He also provided the funds for his nephews, Pat and John Foley, to open the Foley Brothers store in 1900, which later became Foley's Department Store.
Three children of William and Mary Francis, Mary Suzanne, Matilda and William Lee Foley, Jr., are buried in Saint Vincent Cemetery on Navigation Blvd in Houston. Mary Francis is also buried at Saint Vincent's Cemetery.
