Frank Powell was the son of Edward Smith Powell and Jane Ann Beideman. He was the youngest of 12 children. His father was a farmer in the 1870's and 1880's near what is now North 6th & State St. He was active in politics. In the 1890's he served as a special officer at Stockton Park, then a resort and now is the site of the McGuire Gardens public housing project. He lived at Franklin Ave (34th St) near Harrison ave. In the 1900's he was a bricklayer and was living on Bergen ave with his wife, Margaret (Doran), who he married in 1899. His widowed mother, Jane Ann, was also living with them. In 1903 he was appointed to the Camden Fire Department where he served until at least 1926. In 1908 a tornadoe struck his neighborhood and blew the roof off his house. He had 5 children, only Melvin and George survived. Son, Frank, died at birth and daughter, Mary, died in childhood. By 1929 Frank and Margaret had left Camden. He was still collecting his Fireman's pension in 1931.
