Norman was the son of Luther and Reva (Shafer) Hays. He was born in Gregory County, South Dakota. As a toddler he put his small hand on the stove and burned it badly, so he always had his hand in his pocket. At some point his father Luther disappeared and Reva was forced to sell her belongings and the farm equipment in an auction on January 24,1926. Norman evidently became ill from the cold and he died from pneumonia two days after the sale. His mother transported his little body back to Missouri by train for burial, with her two other children travelling with her.
