Francis was a graduate of the Maryland School for the Blind in Baltimore. A gifted amateur meteorologist, he was an expert in local weather patterns and was often consulted by his family and friends for accurate forecasts. He was also an avid sports fan thoughout his life and especially enjoyed cheering for his favorite team, the Phillies. He is survived by his brothers, Bill Rhodes (Kathleen) of Kennett Square, PA, and John Rhodes of New Castle, DE; and nephews, Marshall and Nicholas. He was preceded in death by his mother, Jane Marshall Rhodes.
