Son of Raymond Weston and Cora Amelia (Ledyard) Miner. He graduated from Pulaski Academy High School in 1937 and spend his entire life in Pulaski. Richard and Anna were married in Lowville, New York on May 26, 1945. Richard owned a dairy farm for more than 40 years. He was a member of Park United Methodist Church.
