Charles was the son of Charles David Bowen and Mary Ann (James) Bowen. His mother died when he was 8 years old and he was only 11 when his father passed away.

After the death of their parents, Charles and his younger brother, Franklin Patlin Bowen, were raised in Oklahoma.

On April 12, 1911, Charles married Blanche Etta Lorry. Blanche was the daughter of Clara Watts Townley and Fred Lorry born December 13, 1892 in Arkansas City, Kansas. In fact the Bowen brothers married Lorry sisters, as Franklin married Hazel Alice Lorry, on March 12, 1912.

The children of Charles and Blanche were
Leota Hazel (Bowen) Blackard,
Beulah Bernice (Bowen) McClendor, and
Clifford Loren Bowen.
