Bill was born on December 13, 1918, in Minneapolis and raised in the home of Edsel and Etta (Sprague) Miller in Fergus Falls. He attended grade school and high school in Fergus Falls.
On November 12, 1938, he married Lorna Duenow. Bill and Lorna moved to St. Paul and during the spring session of the House of Representatives, he was a page at the State Capital. They returned to the Fergus Falls area in the summer of 1939 and he worked as a sales clerk at the local Montgomery Ward Store.
In November 1939, he was stricken with polio and was permanently paralyzed below the chest. He was hospitalized for one year at the University of Minnesota Hospital. After his discharge he attended Wahpeton State School of Science and earned a certificate as a Linotype Operator. He worked on several weekly papers in Brainerd, Park Rapids and Detroit Lakes. In 1944 he accepted employment with the Fergus Falls Daily Journal and continued to work for them until he retired in 1980.
Bill was active in the Boy Scouts, earning the degree of Eagle Scout. He was a great supporter of the Fergus Falls Red Sox Triple A baseball team and acted as the official scorekeeper. He had many good friends on the team. He was an early member of the local Buckskin Bowman Archery Club, Fergus Falls Gem and Mineral Club and Orpheum Male Chorus. He was also a life member of the Benevolent and Protective Order of Elks. Despite his physical handicap, he enjoyed fishing and hunting with his friends and family. He was an avid reader and loved telling stories and spending time at the family lake cabin.
Preceding him in death were his biological mother, Clara Barks and his parents, Edsel and Etta Miller.
Survivors include his wife, Lorna of Fergus Falls, daughter, Cathleen (Steve) Berglund of Fargo; son, Charles (Susan) Miller of Casper, WY; three grandsons, Kevin Berglund of Concord, CA, Tyler (Heather) Berglund of Oakland, CA, Noah Miller of Casper, WY; two granddaughters, McKenzie (Tony) Wachlarowicz of Fergus Falls, Meadow Talbot of Moses Lake, WA and three great-grandsons, Christian and Tyler Alexander and Gerald Talbot.
Service: Thursday, September 30 at the Olson Funeral Home Chapel, Fergus Falls.
Burial: Immanuel Lutheran Church Cemetery
