He was born Enrique Manuel Benitez-Rexach to parents Manuel Benitez-Santana and Mariana Rexach-Dueno.

He was one of the first Puerto Rican Officers in The US Army. He served during World War I and World War II. He was an Infantry Officer and in The Coastal Artillery Corps . He was the former Commanding Officer of Fort Amador in Panama and former Commander of the Latin American Training Center. Also served on the Interamerican Defense Board in Washington D.C.
