Ensign R. J. Waters, USNR, was designated Naval Aviator #7954 in 1941. Entered active service via the pre-war Aviaton Cadet (AVCAD) program.

Ensign Waters was one of three aircrewmen, of a total crew of nine, killed in the crash of a PBY patrol seaplane attempting a night landing at Kaneohe Bay, Territoy of Hawaii.
