Ivan Hoover "Van" Van Horn was born in Oklahoma, a son of German immigrant Charles Henry Van Horn and Henrietta Shunkey. He had siblings William "Willie" Bryan, Vinita Pearl, Lena Ruth, Fredericka J., Elizabeth Marie 1906–?, Bessie Pearl, Esther Louise, Carl Henry and Ella Jeanne 1921–1996.

The family lived in Haskell, Oklahoma.

He married Marguerite Elizabeth Bowlin, and they had two children.

Van was a successful oil service contractor ("the key to success is never drilling a dry hole!").

After Marguerite's death Hoover married Rosalie Sevier in 1996.

He was survived by Rosalie, and his daughter and son, five grandchildren, three great-grandchildren, and two great-great-grandchildren.
